Home Trust is pleased to announce the expansion of our countywide housing support through the addition of Eva Henson, Housing Services Director, brought on board through a DOLA Local Planning Capacity Grant.
In this new role, Eva will manage and advance housing programs for Ouray County, the City of Ouray, and the Town of Ridgway. This position reflects a strong, collaborative effort among local governments to address housing needs across our communities.
The Housing Services program will serve as a “one-stop” shop for housing resources — providing residents, local governments, and community partners with coordinated support, information, and program management to strengthen housing opportunities countywide.
Focus Areas
The Housing Services Director will play a crucial role in providing comprehensive housing services for Ouray County, with a focus on:
- Deed Restriction Administration: Managing and monitoring deed-restricted properties to ensure long-term affordability. Responsibilities include income qualifying, lotteries, waitlist management, and providing education and enforcement to maintain compliance.
- Intergovernmental Liaison: Acting as a primary point of contact and coordination between Ouray County, the City of Ouray, and the Town of Ridgway on housing-related initiatives.
- Program Development and Administration: Designing, implementing, and managing local housing programs to meet identified community needs.
- Financial Management and Reporting: Overseeing budgets, grant management, and financial reporting to support transparency and accountability.
- Stakeholder Collaboration: Building partnerships with local governments, developers, employers, and community organizations to advance shared housing goals.
- Resident Support Services: Assisting residents in navigating affordable housing programs and resources.
- Proposition 123 Compliance: Supporting jurisdictions in meeting state housing requirements, including fast-tracking approvals, unit count commitments, and community engagement to ensure successful housing outcomes.
Through this expanded capacity, Home Trust will strengthen countywide coordination, streamline housing initiatives, and serve as the central resource for affordable and attainable housing programs and support throughout Ouray County and its municipalities.
